In order to register an individual and report pay a Swedish personal identity number or co-ordination number is required. It is not possible to register or report individuals with just their date of birth.
If manual workers at your company do not have a Swedish personal identity number, an application for a coordination number needs to be made via Skatteverket (the Swedish Tax Agency).
A coordination number is a unique identifier that Skatteverket can assign to an individual who has never been listed in the Population Register in Sweden, but who still needs to have contact with the Swedish authorities or other parts of society.

This means that they should be reported to Fora, even if they are not Swedish citizens or resident in Sweden.
